Legal obligation
Who is required to report to UTS?
Every party in the medical device and cosmetics supply chain must report each product movement to UTS, from receipt through transfer to the next institution. The obligation covers the entire chain, not only manufacturers and importers.
Institutions within UTS scope
- Manufacturers and importers — start the chain with product registration, production and import notifications.
- Distributors and exporters — submit dispatch and export notifications when transferring products.
- Pharmaceutical warehouses and sales centres — report all stock movements by lot and serial number.
- Pharmacies and pharmacy-optic businesses — are responsible for consumer dispatch notifications.
- Healthcare providers and hospitals — submit usage, loss and disposal notifications.
- Optician businesses, hearing aid and custom orthosis-prosthesis centres — have the same obligation for their product groups.

Notification types
Which UTS notification applies when?
A unique product is tracked through a chain of successive notifications from the production line to the end user. Each type has its own rules; a receiving notification, for example, cannot be cancelled and can only be corrected with a dispatch notification back to the sender.

Application process
How to complete UTS company registration
Before you can submit notifications, your company and products must be registered in the Ministry of Health system. Applications are made at utsuygulama.saglik.gov.tr using an e-signature, e-Government password or mobile signature.
Steps
- 1. Sign in — Access the Application module at utsuygulama.saglik.gov.tr with an e-signature, e-Government password or mobile signature.
- 2. Select company type — Choose Cosmetics Company, Medical Device Company, Medical Service Provider, Healthcare Provider, Chemotherapy Manufacturer/Importer or Biocidal Company.
- 3. Company details — Complete the field of activity, company type, CKYS and TITUBB registration details and submit the application.
- 4. Token number — Once approved, obtain your company-specific system token from uts.saglik.gov.tr. The software submits notifications using this token.
- 5. GS1 barcode and e-signature — Apply for a GS1 barcode for product serialisation and obtain an e-signature for signing notifications.
- 6. Product registration — Register manufacturer and importer documents and products; notifications can only be submitted for registered products.
